Enhancing Long An – Liaoning cooperation: Toward effectiveness and depth

At the invitation of the Liaoning People's Association for Friendship with Foreign Countries, a delegation from Long An Province, led by Mr. Mai Van Nhieu – Standing Member of the Provincial Party Committee, Vice Chairman in charge of the Provincial People’s Council, and Chairman of the Vietnam–China Friendship Association of Long An began a friendly visit to China from May 12 to May 16.

The delegation included leaders from the provincial People’s Council committees, the Department of Foreign Affairs, the Department of Finance, the Office of the National Assembly Delegation and People’s Council, as well as business leaders from Long An seeking partnerships with Chinese enterprises.

Signing Ceremony of Friendship Cooperation between Long An province and Liaoning province

On the afternoon of May 12, the Long An delegation held a working session and attended the signing ceremony of the Friendship Cooperation Agreement between Long An Province and Liaoning Province. The delegation were received by Mr. Jin Guowei – Standing Member of the Provincial Party Committee, Minister of Propaganda of Liaoning Province; Mr. Wen Zhitian - Deputy Office of the Liaoning Provincial Party Committee; Ms. Luo Li - President of the Liaoning Provincial People's Association for Foreign Friendship; Mr. Jin Guowei - Committee for Ethnic Minorities, Overseas Chinese and Foreign Affairs of the Liaoning Provincial People's Congress.

At the courtesy visit, Mr. Jin Guowei - Standing Member of the Provincial Party Committee, Minister of Propaganda of Liaoning Province, provided an overview of Liaoning, a province located in Northeast China with a land area of approximately 145,900 km² and a population exceeding 42 million.

Liaoning is known for its heavy industries such as steel production, cement, petroleum, and electric power. In recent years, the province has focused on expanding international cooperation and promoting cultural exchange, intending to achieve comprehensive and sustainable development.

Mr. Jin Guowei highlighted Long An’s agricultural products as being in high demand in Liaoning, presenting an opportunity for export to Liaoning and other provinces in Northeast China and neighboring countries.

In response, Mr. Mai Van Nhieu expressed his pleasure in visiting Liaoning, a province rich in potential and development experience. He noted that Long An serves as a gateway to the Mekong Delta and plays a vital role in connecting Ho Chi Minh City with the southwestern provinces of Vietnam.

In recent years, Long An has emerged as one of Vietnam’s most dynamic investment destinations, guided by a sustainable development strategy based on three pillars: high-tech industry, urban and logistics development, and high-tech agriculture.

The Long An delegation expressed a desire to exchange experiences and foster cooperation with Liaoning Province in areas such as industrial development, human resource training, modern urban management, and cultural-tourism exchange. This is also an important occasion to enhance people-to-people exchanges and promote substantive cooperation between Long An province and Liaoning province, thereby contributing to deepening the traditional friendship between Vietnam and China, laying the foundation for establishing a long-term, comprehensive and developmental interaction between the two local governments, especially in the context that this year is the 75th anniversary of the establishment of diplomatic relations between the two countries and the "Vietnam-China Cultural Exchange Year".

During the working session, the leaders from both provinces witnessed the signing ceremony of the Memorandum of Understanding on enhancing friendly exchanges and cooperation between the Liaoning Provincial People's Friendship Association and the Long An Provincial Union of Friendship Organizations. This agreement further strengthens the people-to-people ties that have existed since 2015 and lays the foundation for implementing the areas of cooperation discussed during the meeting on the same day.

On the morning of May 13, the Long An Provincial Delegation participated in the Launching Ceremony of “Long An Province (Vietnam) – Liaoning Province (China) Friendship Week”. The program was organized by the Foreign Affairs Office of the Liaoning Provincial People’s Government and the Liaoning Provincial People’s Foreign Friendship Association in coordination with the Long An Provincial Union of Friendship Organizations, with the theme “Sharing friendship, advancing together.”

The program was attended by Mr. Liu Kebin - Deputy Mayor of Shenyang City; Ms. Jia Guifen - Vice President of the Liaoning Provincial People's Association for Foreign Friendship. The friendship week will take place in Shenyang City and Dalian City, including activities of signing cooperation agreements, cultural and tourism exchanges, business connections, experiencing intangible cultural heritage and promoting economic and trade cooperation , aiming to promote substantive and sustainable cooperation between the two localities.

In his speech at the launch event, Mr. Liu Kebin - Deputy Mayor of Shenyang City, highly appreciated the spirit of openness, cooperation and strategic vision of Long An province's leaders in promoting exchanges and connections with Chinese localities. He said that Shenyang City is the largest economic, cultural, transportation, and commercial center in Northeast China, with a population of about 9.88 million people.

Shenyang City boasts strengths in advanced equipment manufacturing, software, automobiles, and electronics, and is a key player in China’s strategy for industrial modernization and smart urban development. Mr. Liu expressed confidence that through exchange activities like today, the cooperative relationship between Long An and Shenyang will be continuously consolidated and developed on a foundation of mutual trust and shared benefit.

During the meeting, he introduced the Shenyang Imperial Palace, also known as the Shengjing Palace - a unique cultural symbol and pride of the city. The building was built in 1625 and was the first royal palace of the Qing Dynasty, recognized by UNESCO as a World Heritage Site in 2004. With more than 100 buildings and nearly 500 rooms, this building combines the architectural quintessence of the Han, Manchu, and Mongolian ethnic groups and is one of the two remaining royal palace complexes in China. The building not only has profound historical value but is also a cultural highlight that attracts many domestic and foreign tourists.

During the meeting with Shenyang officials, Mr. Mai Van Nhieu – Standing Member of the Provincial Party Committee, Vice Chairman in charge of the Provincial People’s Council commended the city’s pivotal role in the development of Northeast China, especially in harmoniously integrating modern industry with heritage preservation. He expressed his deep impression of the typical architectural works bearing the mark of history, especially the Shenyang Imperial Palace - a cultural symbol and precious heritage of the city.

Mr. Mai Van Nhieu said that Shenyang City is not only a model of urban restructuring and high-tech application in industrial development, but also a clear demonstration of preserving cultural identity in the integration process. He expressed hope for continued expansion of cooperation in areas of mutual strength, such as urban development, business connectivity, and people-to-people exchange, laying the groundwork for practical, stable, and long-term collaboration.

The working sessions in Liaoning were a great success, with key areas of discussion and cooperation agreed upon. The outcomes not only reinforce the foundation for future ties between the two provinces but also open new pathways for bilateral exchange and development in the coming time.

The Long An delegation is now heading to Dalian City for the upcoming Investment, Trade, and Tourism Promotion Conference – a major highlight in the working program in China, promising tangible and meaningful partnership opportunities between Long An and Chinese counterparts./.

China is currently the country ranked 1st in the number of projects and 2nd in total FDI capital in Long An, with 704 projects, a total capital of more than 3.1 billion USD. Up to now, Long An has attracted 1,540 projects with a total capital of more than 14.4 billion USD, ranking in the top 10 provinces and cities nationwide in attracting investment.
