Private economy is the driving force of national economy

On May 18, the Politburo and the Secretariat held a national conference to disseminate and implement Resolution No. 66 and Resolution No. 68. The conference was connected to more than 37,000 locations nationwide, with more than 1.5 million delegates attending.

The conference was attended by General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man; members of the Politburo and Secretariat; former leaders of the Party and State.

At the conference, delegates listened to Prime Minister Pham Minh Chinh present the topic "Key and core contents and the plan to implement Resolution No. 68, dated May 4, 2025 of the Politburo on private economic development."

The highlight of the Resolution is to set a target of reaching 2 million enterprises operating; strive to have at least 20 large enterprises participating in global value chains. In terms of growth, the Resolution expects the average growth rate of the private economy to reach about 10-12%/year, higher than the general growth rate of the economy and contributing about 60% to GDP.

The Prime Minister emphasized: “Resolution No. 68 sets the goal that by 2030, the private economy will become one of the most important driving forces of the national economy. Therefore, any flaws in business activities such as profiteering, intentional wrongdoing, or causing serious consequences, must be handled with economic and administrative tools". This policy is expected to create a boost for startups, especially in the fields of technology, digital finance, renewable energy, where risks are inevitable.

Immediately after the speech, the whole hall had a long round of applause in approval. This is like an affirmation of a legal environment friendly to innovation and creativity, helping entrepreneurs dare to think, to do, to take responsibility without worrying".

The strong commitment of the Party and Government in not "criminalizing" economic and civil relations is considered a declaration of a transparent, fair and safe business environment, ending the fear and timidity that has caused many businesses to shrink for fear of legal risks.

A business delegate said: “What we need most is fair protection, not being hiddenly criminalized. Once we are assured of the law, we will boldly expand investment, creating tens of thousands of jobs.” He emphasized that Resolution No. 68 is like "a rain after drought" for the business community.

In short, not criminalizing economic and civil relations is a spiritual medicine for businesses's confidence, a shield to protect the dynamism of the private economy, contributing to the correct implementation of the spirit of Resolution No. 68, boosting the private sector to become an important driving force of the Vietnamese economy.

Also at the conference, National Assembly Chairman Tran Thanh Man presented the topic "Key and core contents of Resolution No. 66, dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era."

Resolution No. 66 sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, and transparent legal system, contributing to making Vietnam a developing country with modern industry and high average income.

Speaking at the conference, General Secretary To Lam emphasized the special importance of issuing and effectively implementing Resolutions No. 68 and 66. The General Secretary affirmed that these are key decisions for the country's rapid and sustainable development in the new period. In particular, together with Resolution No. 57 on promoting science, technology and innovation and Resolution No. 59 on proactively integrating deeply and widely into the world, the two resolutions promulgated today are considered the "Quad Pillars" to help Vietnam take off and grow. Regarding Resolution No. 68 on developing the private economy, the General Secretary requested that all levels and sectors create a favorable and open investment and business environment, unleashing all potential and resources of this economic sector. In particular, there is a need for breakthrough solutions to support private enterprises to participate more deeply in the global value chain, improve competitiveness, and contribute more and more to the country's GDP.

Regarding Resolution No. 66 on innovation in law-making and enforcement, General Secretary To Lam noted that law-making must originate from practice, meeting the country's development requirements in the new era, ensuring feasibility and raising awareness of law compliance among people and businesses.

General Secretary To Lam also noted that the implementation of these two resolutions requires close coordination between all levels, sectors, and the synchronous participation of the entire political system. At the same time, it is necessary to strengthen information and propaganda work to create consensus and widespread support throughout society, promote combined strength to bring resolutions into life, contributing to the successful implementation of the set socio-economic development goals./.
